WASHINGTON (Reuters) - President Barack Obama’s 2011 budget proposed spending $73 million for the Justice Department to transfer, prosecute and incarcerate detainees held at the prison at Guantanamo Bay, Cuba, but it offered no details about where the trials of foreign terrorism suspects would be held.
